I like G3′s data policy: open access, and be quick about it

G3: Genes|Genomes|Genetics is a new  fully open access journal from the Genetics Society of America, scheduled to start accepting manuscripts in June 2011.  This is one of a handful of journals that intend to emulate the success of PLoS ONE by emphasizing data quality and utility, rapid editorial turn-around and publication, and full open access.

G3: Genes|Genomes|Genetics

From the Instructions for Authors, in the Data and Reagent Policy, following the descriptions of public access to gene sequence and expression data and privacy-protected human subjects data, a definitive  statement is given for all other types of data:

G3 is committed to open access of all raw data. In the case where public repositories exist, authors are expected to utilize these resources; where public repositories do not exist G3 is committed to assisting in the archiving of data. Raw data accessibility is a necessary condition for publication in G3. For phenotypic
and genotypic data every effort should be made to deposit the data in a public repository. If no public repository is available, the authors will be expected to provide their raw data as Supplementary Material. By publishing their paper in G3 authors are agreeing to provide their raw data to the public.
